			<content:encoded><![CDATA[<p><strong>SACRAMENTO</strong>–A bill authored  by Senate Republican Leader-elect Bob Dutton (R-Rancho Cucamonga) that  gives law enforcement another tool in keeping neighborhoods safe was  signed into law yesterday by Governor Schwarzenegger.</p>
<p><a href="http://info.sen.ca.gov/pub/09-10/bill/sen/sb_1251-1300/sb_1265_bill_20100622_enrolled.html" target="_blank"> Senate Bill 1265</a> allows local law enforcement  officials to receive notification when mentally disordered criminal  offenders are released into cities within their jurisdiction.</p>
<p>Current law prohibits government officials from notifying local law  enforcement when an offender from the California Department of Mental  Health’s Conditional Release program (ConRep) is placed in a local  neighborhood. SB 1265 removes this prohibition.</p>
<p>The need for SB 1265 became evident after a homicide in the City of  Upland earlier this year where the perpetrator, the victim and five  other male offenders were living in an unsupervised group home as part  of ConRep.</p>
<p>“It is unthinkable that current law prohibits law enforcement from  being notified when potentially dangerous individuals are placed in  residential neighborhoods,” Senator Dutton said. “Once this bill takes  effect California will be a safer place to live.”</p>
<p>SB 1265 will go into effect on Jan. 1, 2011.</p>

Bi-Partisan  Budget Solutions</h1>
<p><strong>SACRAMENTO</strong> – Senator Bob Dutton (R–Rancho Cucamonga),  Vice Chair of the Senate Budget Committee and member of the Budget  Conference Committee, released the following statement today in regards  to the Legislature missing the July 1 budget deadline.</p>
<p>“Once again the Legislature has failed to send the Governor a budget in  time for the start of the new fiscal year on July 1. I refuse to support  a bad budget that doesn’t put California back on course to fiscal  solvency or a plan that doesn’t help create jobs in the private sector.  The Senate plan is so bad and the Assembly plan so legally questionable  that even the Democrats can’t seem to reach agreement with each other.</p>
<p>“Instead of searching for ways to help California’s economy by spurring  private sector job creation and controlling spending, both the Senate  and Assembly Democrat plans once again propose to solve our problems by  raising taxes and fees.</p>
<p>“I encourage my Democrat colleagues to put aside the partisan  gamesmanship that only serves to hurt taxpayers and hinder private  sector job creation. My Republican colleagues and I are ready to  negotiate a bi-partisan plan that balances California’s budget without  raising taxes and puts Californians back to work.”</p>

<h1>Miller Bill to Create 18,000  Jobs, Ease Traffic Congestion Clears First Legislative Hurdle</h1>

<p>Dear Friend,</p>
<p><strong>As your representative in the State Assembly, it is a high  priority for me to turn around our economy and bring job opportunities  to California.</strong></p>
<p>That&#8217;s why I am pleased to report that an important measure I have  authored, which will result in the creation of thousands of new jobs,  was approved this week by the Assembly Transportation Committee on a  12-0 bipartisan vote.</p>
<p><strong>Assembly Bill 2098 will allow local officials to jump  start the improvement and expansion of Highway 91, which is one of the  most heavily-traveled roads in our region.</strong></p>
<p>The Highway 91 Capital Improvement Project would be the largest  transportation construction project in California since the construction  of the new east span of the San Francisco Bay Bridge. Under this $1.2  billion project, six new lanes will be built along an existing 14 mile  stretch of Highway 91 and a 6 mile stretch along Interstate 15.</p>
<p><strong>Not only will this important project help to reduce  traffic congestion, it will create at least 18,000 good-paying jobs  right here in our region.</strong></p>
<p>My bill will authorize state and local transportation officials to  fast track the Highway 91 expansion, which will allow us to cut through  the red tape and get the biggest bang for our buck. More importantly,  it will help us bypass unnecessary bureaucracy, so we can speed up this  project and the creation of badly-needed new jobs.</p>
<p>I am pleased that Democrats and Republicans have come together to  support this critical job-creating measure. But this week&#8217;s vote on AB  2098 is just the first step in a long process. There are many more  hurdles that AB 2098 must clear before it heads to the Governor&#8217;s desk.</p>

<p><span style="font-family:Arial;font-size:small;">SACRAMENTO</span><span style="font-family:Arial;"> – Assemblyman </span><span style="font-family:Arial;">Brian Nestande</span><span style="font-family:Arial;">, </span><span style="font-family:Arial;">R-Palm</span><span style="font-family:Arial;"> </span><span style="font-family:Arial;">Desert</span><span style="font-family:Arial;">, introduced a bill last  week in response to the incident in </span><span style="font-family:Arial;">Moreno</span><span style="font-family:Arial;"> </span><span style="font-family:Arial;">Valley</span><span style="font-family:Arial;"> that has disenfranchised 12,500 voters whose absentee ballots were in the post office before the polls closed at </span><span style="font-family:Arial;">8 p.m.</span><span style="font-family:Arial;"> but were not delivered  to the Registrar of Voters office.</span></p>
<p><span style="font-family:Arial;font-size:small;"> </span></p>
<p><span style="font-family:Arial;font-size:small;">“These voters should have  their votes counted,” said Nestande. “Through no fault of their own and due to current law, they are being disenfranchised and it is imperative to ensure this does  not happen in the future.”</span></p>
<p><span style="font-family:Arial;font-size:small;"> </span></p>
<p><span style="font-family:Arial;font-size:small;">Absentee ballots at the  Moreno Valley post office that were being sorted on Election Day were never picked up by the Registrar  before the current 8 p.m. deadline in what some say was a misunderstanding between  the Registrar and post office.</span></p>
<p><span style="font-family:Arial;font-size:small;"> </span></p>
<p><span style="font-family:Arial;font-size:small;">Assembly Bill 2642 would  allow absentee ballots postmarked by the postal service on or before Election Day to be counted as long as  the Registrar has not yet certified the election results.  Since  certification can take up to 28 days after Election Day, this measure would allow a  voter to mail their absentee ballot on Election Day and still be tabulated.</span></p>

			<content:encoded><![CDATA[<p>SACRAMENTO— Assemblyman Jeff Miller (R-Corona) today called on Riverside County officials to demonstrate “a sense of urgency and a capacity for leadership” in counting all ballots cast in last week’s statewide primary election.  He also pointedly criticized County Registrar of Voters Barbara Dunmore and suggested that she step aside in favor of a “new and more energetic team.”</p>
<p>Miller particularly noted his disappointment that as of June  10, 2010, Riverside  County has a higher percentage of uncounted ballots than any neighboring county, including Los Angeles, Orange, San Diego and San Bernardino.</p>
<p>“Everybody realizes the vital importance of ensuring that our elections are as fair as they are free.  But we also have additional priorities: To make sure that all ballots are counted accurately and in a timely fashion.  At this point, there is simply no good reason that a clearer picture has yet to emerge and officially determine the winner of <span style="text-decoration:underline;">all</span> elections to move Riverside forward.”</p>
<p>Miller made specific note that according to the Riverside Registrar’s own data, only 135,186 votes were cast on election day – while a full 106,000 still remain left to be tallied a full two days later.  “This is too big a margin of error, and too long a lead time to complete important work” Miller said.</p>
<p>Miller also noted that this election was especially important to Riverside’s future, since it featured direct elections for the county’s newest city – Eastvale.</p>
<p>“Our newest city needs its new elected leaders in place – the people have spoken and they deserve to have their voices heard and their interests seen after.  Every day that this is delayed, is another day that the people of Eastvale are denied their representation.  It’s not acceptable, and changes must be made.”</p>
<p>Like all local governments, Riverside County is struggling with scarce resources and tight budgets.  Nevertheless, Assemblyman Miller repeated that officials must do their jobs and stop offering “stale excuses and a refusal to take responsibility.”  Specifically, Miller concluded, “We’re certainly open to finding a creative way to bring a new era of leadership into the Registrar’s office.  It should happen right away.”</p>

<p><span style="font-family:Arial;font-size:small;">“The economic activity  generated by building a medical school at </span><span style="font-family:Arial;">UCR</span><span style="font-family:Arial;"> would bring much needed jobs to the area at a time when we’re facing record unemployment in the County,” said Nestande. “In addition, the </span><span style="font-family:Arial;">Inland Empire</span><span style="font-family:Arial;"> is facing a physician  shortage as high as 53 percent and a new medical school will produce top-quality  doctors that the region sorely needs. I am pleased that the Appropriations Committee recognized this measure had no state cost and passed it out of Committee  with a unanimous vote.”</span></p>
<p><span style="font-family:Arial;font-size:small;"> </span></p>
<p><span style="font-family:Arial;font-size:small;">AB 2642 would authorize a  joint powers agreement between the City and </span><span style="font-family:Arial;">County</span><span style="font-family:Arial;"> of </span><span style="font-family:Arial;">Riverside</span><span style="font-family:Arial;"> and the University of California Riverside (</span><span style="font-family:Arial;">UCR</span><span style="font-family:Arial;">) to form an  infrastructure finance district (IFD) for the purposes of funding the infrastructure for a </span><span style="font-family:Arial;">School</span><span style="font-family:Arial;"> of </span><span style="font-family:Arial;">Medicine</span><span style="font-family:Arial;"> at </span><span style="font-family:Arial;">UCR</span><span style="font-family:Arial;">.  The IFD would then  have to go before the voters and requires a 2/3rds vote to pass.</span></p>

The voter guide provides important information  for voters on each of the ballot propositions appearing on the June 8  ballot, including No on Proposition 14.</p>
<p>More developments:<br />

<li><span>I just returned from the annual meeting of  Republican state chairmen which took place outside of Washington, DC and am pleased to report that  our party is increasingly well positioned for major gains in this November&#8217;s  election.  All the data shows we are  closer to defeating Nancy Pelosi as Speaker than at any time since Democrats won a majority in 2006, with  more than 100 seats held by Democrats potentially in play.<br />
</span></li>
</ul>
<ul>
<li><span> At the meeting the RNC&#8217;s Site Selection Committee chose Tampa to host the 2012 Republican National Convention where we will  nominate Barack Obama&#8217;s successor.  Proposals to reform the presidential primary rules and calendar were also announced.   The plan includes moving the start date for the primary season to early March and other steps to stem the drift  toward a national primary day that we have seen in recent years.</span></li>
</ul>
<ul>
<li><span> We are preparing for the decennial redrawing of legislative and Congressional district lines that will follow the 2010 Census.  Members of our CRP team and I attended the RNC&#8217;s Redistricting Conference in Washington and we&#8217;re taking the  steps necessary for a full scale effort to ensure the lines are drawn fairly.</span></li>
</ul>
<div><span> Two initiatives will appear on the November ballot that would, if passed, impact redistricting in California.  One measure would  take the power to draw Congressional district lines out of the hands of the legislature and  give it to the independent commission created by Prop. 11.  Another measure, supported by Democrats, would abolish the independent commission altogether and have all district lines drawn by the (Democrat-controlled legislature). </span></div>
<p><span><br />
</span></p>
<div><span> Predictably, the Democrats are acting purely out of partisan self-interest.  While they oppose an independent citizens commission for redistricting in our  state, they have been more than happy to support such commissions in states with  Republican legislatures.</span></div>
<ul>
<li><span>To hit the ground running after the June 8 primary,  we continue to work with our Republican statewide campaigns in  developing our Victory campaign for the fall.  We have excellent  candidates competing for all key statewide offices, and while we are  neutral in the primary, we&#8217;ll strongly back each of the nominees  beginning Wednesday, June 9.</span></li>
</ul>

Probolsky Research.  Among Decline to  State (DTS) voters in California, there had been an increase in DTS  voters who intend to vote on the Republican ballot of 11% since October  of last year. The number has doubled since January, 2009.</p>
<p><a href="http://en.wordpress.com/types-of-blogs/">Poll: Independent Voters Deserting the Democrats in  Droves.</a> Resurgent Republic.<br />
By  a margin of better than 2 to 1, independents agreed that an increase in  the number of Republicans in Congress is necessary in order to bring  about &#8220;a check and balance on runaway Washington government.&#8221;  Independents also agreed that the country is on &#8220;the wrong track&#8221; by a  65 to 25 percent margin.</p>
<p><a href="http://en.wordpress.com/types-of-blogs/">Immigration Jumps In Importance, But  Economy, Corruption Still Top Voter Issues</a>. Rasmussen Reports. The  number of U.S. Voters who view the issue of Immigration as Very  Important has jumped 16 points from last month to its highest level  ever, although it still ranks fifth on a list of 10 issues regularly  tracked by Rasmussen Reports.</p>
<div><a href="http://en.wordpress.com/types-of-blogs/">CBO Increases the Cost of Health Care  Reform</a>. Resurgent Republic. In our new national survey, 7 of  10 likely voters believe the health care reform plan passed by Congress  will increase the federal deficit, including strong majorities of  Republicans (89 percent) and Independents (76 percent).  By a 49 to 17  percent margin, a plurality of Democrats believes the new law will add  to the nation&#8217;s debt, with 23 percent saying it will not impact the  bottom line.  And this response was recorded prior to the latest  adjustment from the Congressional Budget Office.</div>

<p>I only issue a  Mushroom Alert on very rare occasions and generally only when I suspect  the public is being kept or left in the dark.</p>
<p>As most of you know,  all across our state, in numerous communities and cities, the headlines  of the local newspapers announce that teachers are getting pink slips,  fire stations may close and Police services are being cut (to name a  few).</p>
<p>You&#8217;ve also undoubtedly heard about the near $20 billion  dollar state budget deficit and how the state is taking funds from local  government (and considering up to $40 billion in new taxes, as reported  in my last newsletter) to help cover the red ink. What you probably  haven&#8217;t seen in your local newspaper is how in the midst of this mess,  your state government is actually proceeding with hiring MORE state  employees.  I&#8217;m not talking about 10 or 20 new positions, I&#8217;m talking  about requesting more than seven hundred (700 ) &#8211; just in the past two  weeks alone!</p>
<p>On April 27th and May 4th the following state  agencies received preliminary approval from the Assembly Budget  Subcommittee #4 for budget support to hire and fill as follows:</p>
<p>Board  of Equalization: 447 positions added to the current employee roster of  roughly 3700 employees.</p>
<p>Franchise Tax Board: 137 positions added  to the current employee roster of roughly 5000 employees (with another  269 positions pending a future hearing).</p>
<p>Department of Consumer  Affairs: 73 positions added (with another 67 positions pending a future  hearing).</p>
<p>Department of Insurance: 6 positions added.</p>
<p>Department  of Veteran Affairs: 59 positions added (with another 257 positions  pending a future hearing).</p>
<p>During one meeting we were briefed on  how 83 employees are working full time to develop standards and  specifications to replace an outdated state computer system. The task  force reported it is now prepared to release a &#8220;Request For Proposal&#8221;.  Cost to date $40 million.  Estimated final cost at the end of 12 years:  $1.6 Billion.</p>
<p>Now to be fair &#8211; none of these are done deals just  yet. They still have to go through the final budget approval process,  but I believe it does serve as a good indicator as to the lack of fiscal  discipline in the State Capitol and challenges many of us face in  trying to control our state bureaucracy.  You can watch most state  legislative hearings at: <a href="http://arc.asm.ca.gov/redirect.aspx?URL=http://www.CalChannel.com" target="_blank">CalChannel.com</a>.</p>
