<p>In his announcement last week, Jerry Brown once  again tried to reinvent himself.  And your California Republican Party  helped to translate his announcement video into English, while providing  some important information about the last time he was let in the  Governor&#8217;s office.</p>

THE SENATE AND  GOVERNOR PRIMARIES.  Our Republican candidates for Governor,  Senator, and downticket offices like Attorney General are battling it  out for the GOP nomination now that primary season is in full swing.   Yet, we know our party will come together after June and unite behind  the candidates who won the support of our members for the nomination.   In the meantime, you should consider working for those candidates you  believe will do the best job representing our party against the  Democrats in November.</p>

<li><span style="font-size:small;">To win, our volunteer organizations, county  committees and the CRP must work closely together.  With this in mind,  on Thursday I named Ken Minesinger,  Chairman of the Republican Party of Riverside County, to chair the  CRP&#8217;s Volunteer Organizations Committee.   Ken has a long history of activism and participation in Republican  volunteer groups and is a fantastic leader in our party.  Ken&#8217;s  committee will meet at the upcoming convention and regularly throughout  the 2010 campaign to ensure that coordination between volunteers,  candidates and party committees.</span></li>

<li><span style="font-size:small;">On Friday we conducted our latest conference call  with members of the Finance Team to review the changing political  environment and review our progress in executing the political programs  designed to help us press our advantage this year.  Special thanks to Finance Chairman Jeff Miller, Team Cal Chairman Tony Russo, and the  members of our Finance staff in Sacramento for the great work they&#8217;re  doing.</span></li>

<li><span style="font-size:small;">The California  Federation of Republican Women, </span><span style="font-size:small;"><img src="http://www.cfrw.org/webart/logo2.png" border="0" alt="CFRW" width="213" height="114" align="right" /></span><span style="font-size:small;">Central  Division met in Fresno this weekend and I was pleased to have the  opportunity to provide a briefing on the current political dynamic and  the importance of our many volunteer groups in preparing for victory  this year.  The thousands of members of the CFRW are incredibly  important to our voter registration and turnout efforts.  It was great  to see the high level of enthusiasm and interest among the RWF  volunteers.</span></li>

<p>I may be a couple seasons  behind in keeping up with the TV drama &#8220;Lost&#8221;, but when you serve in the  Legislature, you really get a sense of what it&#8217;s like to be one of the  show&#8217;s characters.  What my colleagues may lack in tattered wardrobes,  makeshift housing and a 360-degree ocean view, we more than make up for  in uneasy alliances, ominous plotlines, recurring disbelief and one  overwhelming and inescapable question: How did we get here?</p>
<p>Where  is here?  It&#8217;s a mysterious place of billion-dollar deficits, millions  of job losses and thousands of excuses leading to a single inevitable  conclusion.  If Sacramento does not change its ways, things will only  get worse.  And no, neither the Congress nor the Obama Administration is  flying in anytime soon to whisk us away to safety.</p>
<p>The first step  to any recovery is to admit you have a problem.  And California state  government has a problem.  We spend too much, tax too highly and  regulate too often.  Like any binge, it was fun for some while it  lasted, and now the bill is coming due.  Buying a round of drinks for  friends is one thing, but buying a round for everyone you&#8217;ve ever met  every day for a decade will surely put you into bankruptcy.  This is  where we are today.</p>
<p>A leading concern for my Republican colleagues  is the Democrats&#8217; obsession with &#8211; and only with &#8211; balancing the  budget.  In the abstract, this is a laudable goal.  But it will do  nothing to deal with the fact that this simply cannot go on.  Our fiscal  condition is not in peril because the budget is out of balance &#8211; in  fact, it is just the reverse.</p>
<p>For months now, many leading figures  in the Capitol have looked at our massive budget deficit the way a  losing gambler looks at a six-figure IOU held by a Vegas casino: As  something to desperately pay off, lest the pit boss decline your marker  (or worse).</p>
<p>The problem with this desperate short-term approach  is that even if successful, it virtually guarantees it will happen again  &#8230; and again.</p>
<p>Some of my colleagues express serious doubts about  our future direction, others an evident frustration about the daily  drumbeat of how we are going to make do with less, rather than spend and  appropriate more &#8211; summed up by a sort of &#8220;I didn&#8217;t sign up for this&#8221;  expression of discontent with the job.</p>
<p>While the atmosphere in the  Capitol may be dour, I do not share the ennui that has embraced the  building.  In fact, the real winners in this debate will be the ones who  energetically and enthusiastically offer real solutions and a better  vision of California&#8217;s future.</p>
<p>If we do not shrink government,  reduce the business burden and create new opportunities for California,  it will not matter how many tough choices we make, or how often we  pledge to make them.  The only solution is to create an opportunity  environment that is centered on job creation and private sector  strength.  We&#8217;ve tried the other way, and this is where it got us.</p>
<p>The  Legislature and Governor must commit to a &#8220;Jobs First&#8221; focus in which  small businesses and larger employers &#8211; not big government &#8211; are  empowered and encouraged to expand facilities, invest in new equipment  and create the new employment that is an indispensable part of any  economic recovery.</p>
<p>Of course, the screams of the others&#8217;  opposition will be loud and long.  But they must not drown out what we  all know to be true or halt the momentum that is emerging across the  country.  Even the President&#8217;s State of the Union address offered that  his number one priority this year is job creation.  It will be  disappointing if my Democrat colleagues choose this policy choice to go  rogue and decline to follow the White House&#8217;s lead.</p>
<p>What else will  it take?  Rather than the usual partisan sword-fighting, banker&#8217;s hours  and three-day work weeks, this should be a year of unprecedented  cooperation in the Capitol.  It may be a long, lost art, but even the  surviving passengers of Oceanic Flight 815 have employed it in times of  maximum duress and shared circumstance.</p>
<p>We are all on this  island together, swimming is not an option and there is no alternate  reality that will explain it all to us.</p>

<p>Last week, as a Member of the Appropriations  Subcommittee on Interior and the Environment, I participated in a budget  hearing with Environmental Protection Agency (EPA) Administrator Lisa  Jackson.</p>
<p>One of my many concerns about the EPA’s budget is  the proposed $56 million, including $43 million in new funding, for  regulatory programs to regulate greenhouse gas emissions under the Clean  Air Act. <strong>While I strongly support air pollution controls to  clean our air, using the Clean Air Act to regulate “greenhouse gases,”  especially CO2, is the wrong way to go especially since Mexico, China  and India will not do the same.<br />
</strong><br />
Similar efforts in California to regulate  greenhouse gas emissions have motivated businesses to board up their  windows and move to more business-friendly states, such as Nevada and  Texas. Surprisingly, the EPA Administrator defended the California  policy by saying it has created jobs in California; however, the 12%  unemployment rate in California tells a different story. I told  Administrator Jackson that my fear is that if we adopt the California  model for regulating greenhouse gas emissions on a national basis we  will wind up driving millions of jobs overseas to countries like China  and India. Unfortunately, at the end of the hearing it became quite  clear that the Obama Administration will continue to pursue a regulatory  process that threatens our economic security. Clean air and economic  growth are not mutually exclusive but the Administration’s plans for CO2  and other gases is not the right choice.</p>
<p>I also questioned the Administrator about her  agency’s expenses during the recent Copenhagen Climate Summit, which  many Executive Branch employees and Members of Congress attended at a  significant cost to American taxpayers. <p>JERRY BROWN DECLARES.  As though  California really needs a good dose of 1970&#8217;s liberalism, Jerry Brown  today finally got around to declaring himself a candidate for California  governor in this year&#8217;s election.  The CRP issued a statement on the  candidacy, which has already been picked up in the media.  <a href="http://en.wordpress.com/types-of-blogs/">CRP Statement on Brown Candidacy</a> <a href="http://en.wordpress.com/types-of-blogs/">SFChron: Jerry Brown Makes It Official &#8212; GOP Goes on  Attack</a></p>
<p>FIELD POLL SHOWS  DEMOCRATS OUT OF STEP ON SOLVING BUDGET DEFICIT.  Already taxed  to the max, today&#8217;s Field Poll proves California voters are adamantly  opposed to raising taxes as part of any plan to close the state&#8217;s budget  deficit.  By a margin of 50% to 13% voters support closing the deficit  entirely or mostly through spending cuts, compared to entirely or mostly  through tax increases.  In the middle, 29% favor a mix of tax hikes and  spending cuts.  Republicans are clearly on the side of the majority of  Californians on this important issue.  <a href="http://en.wordpress.com/types-of-blogs/">Field Poll results</a></p>

<div><span style="font-size:small;">Well, it looks like Jerry Brown is  finally going to get around to declaring himself a candidate for Governor this week.   As though what California needs right now is a good dose of 1970&#8217;s liberalism.</p>
<p>As Jerry Brown finds the energy to declare himself a candidate for California governor (again), now is a good time to recall  just what the last Brown governorship meant for our state.</p>
<p>The 1970&#8217;s weren&#8217;t just the era of Jimmy Carter and bad hair.  In California, Governor Brown was hard at work unionizing the state workforce, cancelling freeway and infrastructure projects, and massively expanding California state  government while preaching &#8220;small is beautiful&#8221; and &#8220;if we don&#8217;t build it, they won&#8217;t come.&#8221;</p>
<p>As a direct result of the last time Jerry Brown was let in the Governor&#8217;s office without a visitor&#8217;s pass, we have a state today  of over 35 million people with an infrastructure for about 20 million  people.  State government is bigger, less responsive, and more annoying than even Jerry Brown could have dreamed.</p>
<p>We can only speculate what his third and fourth terms as Governor would do to the state.  Like you, I&#8217;m not interested  in finding out.  And with a new Republican Governor, we won&#8217;t have to.</p>
<p>THE REPUBLICAN PRIMARY.  Our candidates are in the midst of a tough primary fight today.  While  some in the media may speculate that a competitive campaign for the  Republican nomination will somehow diminish our party&#8217;s chances in  November, we&#8217;re quick to remind people that the last time the Governor&#8217;s office was open in  1998, Gray Davis emerged from an exceedingly bruising Democrat primary to go  on and win in the general election by 20 points.</p>
<p>While an automatic party nomination is the preference of every candidate, the reality is that both of our leading candidates for  governor have been working hard listening to voters, putting ideas on the table,  and building their campaign organizations.  By contrast, Jerry Brown may finally get around to declaring his candidacy  this week.</p>

<li><span style="font-size:small;"> I spent this weekend working for the cause in the Central Valley.  On Saturday afternoon I visited with the leaders of the Fresno Pacific  University Sunbird Conservatives to learn of the the great work they have been doing in providing balance to  the political dialogue on campus, and their annual conference promoting conservative solutions to today&#8217;s public policy challenges.  Later that  evening I joined Chairman Rich Westfall and the <a href="http://en.wordpress.com/types-of-blogs/">Republican Party of Mariposa County</a> for their  annual Lincoln Day Dinner that packed the room at Bishop Hall at the Fairgrounds.</span></li>
</ul>

<li><span style="font-size:small;"> Earlier in the week, we were on the road for a few days with the finance team visiting with donors and reviewing our campaign plans  for this year.   Republicans are well positioned for a major comeback in 2010, and I&#8217;m very encouraged to see so many of  our major contributors supporting this year&#8217;s campaign despite the  challenging economy.</span></li>
</ul>

<span style="font-size:small;">While spokesman says AG remains &#8220;very busy,&#8221; reports emerge Brown may begin showing an  interest in his own campaign</span></p>
<p>SACRAMENTO &#8211; Reports that state Attorney General Jerry Brown may actually bother declaring his candidacy for Governor this week were well  received by officials at the California Republican Party this morning.</p>
<p>&#8220;While Republican candidates have been  working for months listening to voters and putting new, fresh ideas on the table,  Jerry Brown has been AWOL from the discussion of California&#8217;s future,&#8221;  said California Republican Party Chairman Ron Nehring.  &#8220;We&#8217;re very encouraged by the intermittent signs that Jerry Brown might  actually have some interest in the office.  We&#8217;ll see.  Maybe he&#8217;ll even put up a website.&#8221;</p>
<p>Republicans Meg Whitman and Steve Poizner (and reportedly Democrat Jerry Brown) are seeking to lead the nation&#8217;s largest state at a time of  severe economic distress.  A Brown spokesman last week explained Brown&#8217;s lax approach to his own campaign for Governor by saying Brown is &#8220;busy.&#8221;</p>
<p>&#8220;We realize it takes a lot of time to  relive memories of the 70&#8217;s, count just how many freeway projects he cancelled,  tally up the cost to taxpayers for having unionized the state workforce, and  adding up how many more bureaucrats California has from all the boards and  commissions he created.  It&#8217;s a big task.  We&#8217;re sympathetic.  But filing a Declaration of Candidacy at the Secretary of State&#8217;s office is pretty basic.  I&#8217;m sure Debra Bowen would walk him through it personally if it would help,&#8221; added Nehring.  &#8220;We&#8217;re sure  that if sufficiently determined, Jerry Brown can get that Declaration  of Candidacy done.&#8221;</p>
<p>California Republican Party Communications Director Mark Standriff confirmed that the popular &#8220;Where&#8217;s  Jerry?&#8221; Watch will continue unabated and unabashed until Brown formally announces his 2010  gubernatorial campaign.</span></span><br />
